Shunyi has worked closely on improving its government administration to create an“efficient, clean, and business-friendly” environment aiming to facilitate the development quality and efficiency of the industries,and advancing economic transformation. In addition to the full implementation of supporting policies for start-ups issued by the central and Beijing municipal governments, Shunyi has launched a series of comprehensive and preferential policies of its own , such as Start-ups Cradle Plan, SME Supporting Policies, and Incentive Measures for Listed companies. The support from the policies as well as its timely execution gives solid push to the fast and steady development for the local companies.

Relevant preferential policies in Opinions of Shunyi District on Further Optimizing the Development Policy of Airport Economic Zone:

Policy Integration and Industry concentration

We will integrate policy resources and give priority support to eligible enterprises in land, taxation, housing and talents. (a) To strengthen the support of implementing the project.

(I)strengthen the support of project implementation

1. Make full use of the existing resources, encourage aviation services, finance, cultural creativity, software information and headquarters-based, research and development enterprises to enter the district for development, and give the following rewards if the annual tax payment forms a district-level financial retention of more than 3 million yuan:

(1) For leasing office space, the rent for the first 3 years shall be subsidized according to 50%, 30% and 20% of the market price respectively from the date of lease.

(2) Those who purchase office space shall be rewarded according to the standard of 1500 yuan/square meter, and the total amount shall not exceed 20 million yuan;

(3) For the purchase of idle assets, the policy of the enterprise purchasing office buildings shall be followed.

(4) Enterprises that do not directly occupy land such as leasing or purchasing houses can also enjoy rewards according to the following standards:

Since the first complete fiscal year, if a district-level financial retention of more than 3 million yuan is formed from tax payment in the previous year, enterprises shall be rewarded with 20% of the district-level financial retention; If a district-level financial retention of more than 5 million yuan is formed from tax payment in the previous year, enterprises shall be rewarded with 30% of the district-level financial retention; If a district-level financial retention of more than 10 million yuan is formed from tax payment in the previous year, enterprises shall be rewarded with 50% of the district-level financial retention.

2. In accordance with the requirements of "centralized layout, concentrated industry and reasonable land use", we will build a more strict standard for setting up projects, make efficient and reasonable use of land, encourage enterprises to improve the efficiency of land output per unit area and reduce resource consumption. If the annual tax payment exceeds 15 million yuan/hectare, the following rewards can be given after confirmation:

(1) Priority shall be given to ensuring the demand for land for aviation services, finance, headquarter-based and other enterprises. If the enterprise obtains operating land (excluding residential land) through the land market to build its own house, it shall be rewarded according to the construction area started within two years (the proportion of compatible houses shall be deducted accordingly) and the standard of reward shall be no more than 500 yuan/square meter for project development.

(2) Focus on supporting the demand for land for strategic emerging industries, high-tech industries, aerospace and other high-end manufacturing industries. If industrial land is obtained through the land market to build self-occupied houses, rewards shall be given according to the construction area that starts within two years and its standard shall be no more than 200 yuan/ square meter for project development. General industrial projects are not rewarded in principle.

(3) For major projects of strategic significance to the whole district, the reward standard mentioned before can be appropriately raised.

(4) Enterprises directly occupied land met the reward standard but did not enjoy the above reward, since the first complete fiscal year, if a district-level financial retention of more than 5 million yuan is formed from tax payment in the previous year, the enterprise shall be rewarded with 20% of the district-level financial retention; If last year's tax payment resulted in a district-level financial retention of more than 10 million yuan, enterprises shall be rewarded with 30% of the district-level financial retention; If last year's tax payment resulted in a district-level financial retention of more than 20 million yuan, enterprises shall be rewarded with 50% of the district-level financial retention.

II. Strengthen the housing support of enterprises.

We will actively help enterprises solve the housing problems of senior managers and employees, and give the following housing support to the district-level financial retention of more than 3 million yuan in last year's tax payment:

1.Housing for employees of enterprises. According to the Guidelines on Accelerating the Development of Public Rental Housing (Jian Bao [2010] No.87) issued by the Ministry of Housing and Urban-Rural Development and other seven departments, public rental housing will be constructed in or around eligible industrial parks and will be allocated to eligible enterprise employees in a targeted manner.

2.Housing for middle-level managers. By applying for the pilot development mode of "limited house price and competing land price" for small and medium-sized commercial housing, we will provide housing for middle-level managers of enterprises that meet the requirements.

3.Housing for senior managers of enterprises. According to the contribution to the local fiscal revenue, the recognized enterprises will give a certain proportion of rental subsidies to their senior managers who rent houses in this district; The senior managers who buy housing according to the market price will be given a certain proportion of house purchasing subsidies in accordance with the required area, and each person can enjoy a one-time subsidy.

4.Housing support funds obtained by enterprises as a unit shall be charged from the retained portion of the district-level finance formed by the tax payment of the previous year, and the total cash amount of the current year shall not exceed 6% of the retained portion of the district-level finance formed by the tax payment of the previous year. Enterprises that have obtained residential land will no longer enjoy financial support for housing.

(III) Strengthen the incentive for senior managers.

The confirmed senior managers of the enterprise shall be rewarded 40% of the personal income tax. The key enterprises can be appropriately eased on the scope of incentives. The incentive for senior managers accumulated by the enterprise in the previous year shall be charged from the retained portion of the district-level finance formed by the tax payment in the previous year, and the total amount shall not exceed 6% of the retained portion of the district-level finance formed by the tax payment in the previous year.

(VI) Supporting enterprises for the introduction of talents.

We will implement the Mid-long Term Talent Development Plan for the Capital (2010-2020) and Opinions on the Construction of a Special Zone of Talents in Zhongguancun National Independent Innovation Demonstration Zone, and actively implement the national "Thousand-Person Plan" and the talent introduction policies of " Beijing overseas talents Project" and "Gaoju Project", with a focus on the introduction of a number of high-level talents and research teams at home and abroad, and the gathering of a number of pioneering leaders and teams.

We will actively implement Beijing's talent introduction policy, giving priority to senior management personnel and professional and technical personnel employed by qualified multinational corporations' headquarters, electronic information, new energy, new materials, equipment manufacturing, bio-medicine and cultural and creative enterprises, and supporting qualified enterprises to introduce fresh graduates from non-Beijing sources.

We will implement the Beijing Regulations on the Administration of Awards for Senior Talents and reward qualified senior talents in key areas of development in Beijing. Relevant departments of the district government provide high-quality services to enterprises in terms of children's schooling, social security, medical care and health, and strive to create an environment that can attract, retain and utilize talents.

(V) Promote independent innovation of enterprises.

We will put Zhongguancun "1+6" into practice and encourage reform of policies on technological innovation and industrialization. We will focus on capital universities, research institutes, central enterprises, high-tech enterprises and other innovative resources, establish a support platform for the transformation and industrialization of major technological achievements, speed up the construction of eight parks that are included in the scope of Zhongguancun National Independent Innovation Demonstration Zone such as airport international industrial base and facilitate the implementation of a number of major technological achievements and major industrialized technological patent projects in our district, thus forming a multi-district industrial chain of "Research and development in Zhongguancun while transformation and industrialization in Shunyi".

We will increase support for independent innovation of enterprises, guide enterprises to increase investment in research and development, give key support to the construction of scientific research institutions include national and municipal enterprise technology centers, research and development centers, engineering centers, laboratories, and reward those who have obtained major scientific research results. We will strengthen the protection of intellectual property rights and strive to create a good legal and market environment for intellectual property rights. We will support enterprises to form independent intellectual property rights through original innovation, integrated innovation and introduction, digestion, absorption and re-innovation, promote enterprises to improve their ability to transform intellectual property rights through innovation achievements, and give financial incentives to enterprise for patent applications and industrialization. We will build a patent trading platform to directly purchase patents and provide early support for research and development to control the core patents and technologies for the development of regional leading industries, and continuously improve the core competitiveness of leading industries.

We will vigorously implement the trademark strategy, further promote the construction of the national trademark strategy demonstration area, strengthen the cultivation and support of major brands, and give financial incentives to enterprises that have obtained famous trademarks in China, Beijing and Shunyi. We will develop the trademark brand demonstration project, and give incentives to the trademark brand demonstration town, demonstration park, demonstration enterprises.

(VI) Optimize the financing environment of enterprises.

We will speed up to establish a multi-level and diversified enterprise financing service system and form a long-term mechanism to promote the sound development of enterprises.

For enterprises in the start-up period, we will actively guide venture capital funds and private equity investment funds to invest in enterprises in the start-up period of the airport economic zone; We will encourage banks to innovate financial products, establish green channels and provide convenient services for high-tech enterprises; We will actively develop small loan companies and broaden the channels of enterprise loan guarantee.

For enterprises in their growing period, we will set up a financial service platform for government, banks and enterprises, give discount interest and subsidies on fixed assets loans to enterprises that meet the policy, and guide enterprises to raise funds through collective bills, collective trusts and other channels.

For mature enterprises, we will encourage the use of the capital market, introduce strategic investors and private equity investment funds, support enterprises with good operating conditions, markets, scales, patents and brands to directly finance their listing, and give awards during the stages of enterprise restructuring, listing guidance and issuance, so as to promote the "Shunyi sector" of the capital market to become bigger and stronger.

Strengthen Policy Cohesion and Policy Fulfillment

(I) total control

In principle, the amount of cash for project construction, housing support and executive incentive funds in the current year shall not exceed 50% of the district-level financial retained portion of each enterprise's last year's tax payment, and the policy period shall be 5 years.

According to their own needs, enterprises can choose to enjoy housing support or executive incentive funds, but not at the same time. Enterprises that give up project construction funds may appropriately increase the amount of housing support and executive incentive funds.

(II) Application of Awards

Enterprises enjoy funds for project construction, housing support and executive incentives, as well as the following incentives and preferential policies:

1.special purpose reward and support funds for financial burden at the corresponding level. Special uses refer to brand building, listing of enterprises, protection of intellectual property rights and promotion of scientific and technological progress.

2.Preferential policies not reflected in the form of funds, such as talent introduction, schooling and medical services.

3.Preferential measures stipulated by other special or industrial policies in the district, which are repeated with this Opinion, shall follow the higher level stipulation.

4.Reward funds that are not borne by the finance at the corresponding level.

(III) Policy Cohesion

1.When enterprises enjoy the preferential policies stipulated in this opinion, if the relevant preferential regulations of the state and Beijing municipality are applicable as well as this opinion, the relevant regulations of the state and Beijing municipality shall be implemented first. After implementation, the insufficient part compared with this opinion may be supplemented.

2.Enterprises settled in Beijing Tianzhu Comprehensive Free Trade Zone and Zhongguancun National Independent Innovation Demonstration Zone shall enjoy preferential policies related to the park first. After implementation, the insufficient part compared with this opinion may be supplemented and implemented.

3.Enterprises that enjoy Beijing's policy on granting land under financial background agreements will no longer enjoy the incentive funds for project construction stipulated in this opinion.

Relevant Preferential Policies in Opinions on Promoting the Development of Cultural and Creative Industries in Shunyi District

Article 1 In order to speed up the development of cultural and creative industries in this district and enhance the role of cultural and creative industries in the economic and social development of the whole district, this opinion is formulated in accordance with the Notice of the General Office of the CPC Beijing Municipal Committee and the General Office of the Beijing Municipal People's Government on Printing and Distributing Several Policies for Promoting the Development of Cultural and Creative Industries in Beijing (Jing Banfa [2006] No.30), Notice of the Beijing Municipal Finance Bureau on Issuing the Measures for the Administration of Special Funds for Cultural Innovation and Development in Beijing (trial) (Jing Caiwen [2012] No.1440) and the Cultural Development Plan of Shunyi District in the 12th Five-Year Plan Period.

Article 2 The cultural and creative industries in this opinion refer to the industries of culture and art, press and publication, radio, television, film, software, network and computer services, advertising and exhibition, art trade, design services, tourism, leisure and entertainment and other auxiliary services as determined in the Notice on Printing and Distributing Classification Standards of Cultural and Creative Industries in Beijing issued by the Municipal Bureau of Statistics and the Beijing Investigation Team of the National Bureau of Statistics (Jing Tongfa [2006] No.154).

Article 3 Based on the actual development of the cultural and creative industries in this district, emphasis should be placed on supporting industries such as advertisement and exhibition, innovative design, high-end publishing and printing, fashion, sports and leisure, while encouraging and guiding the all-round development of other industries and striving to pursue a prosperous development of the cultural and creative industries. All enterprises that belong to the industries defined in the Beijing Cultural and Creative Industry Classification Standard and have completed industrial and commercial registration, tax registration and statistical registration in our district, as well as those projects that are determined to meet the conditions, can enjoy the relevant policies in this opinion.

Article 4 Based on the development of key industries, we will actively carry out investment promotion and capital introduction to encourage business units and talents from quality and high-end cultural and creative industries to enter this district for development; We will encourage enterprises, institutions and talents in the district to develop cultural and creative industries by using all business modes and organizations that conform to the production rules of cultural and creative industries.

Article 5 A special fund for the development of cultural and creative industries in Shunyi District shall be established. From 2013, no less than 20 million yuan will be allocated each year to promote the development of cultural and creative industries.

Article 6 Special funds focus on supporting enterprises and projects with development prospects and significance, independent innovation, independent intellectual property rights, and good economic and social benefits.

Article 7 All kinds of financial institutions in the district are guided and encouraged to give credit and guarantee support to cultural and creative enterprises that conform to the national industrial policies. Financial institutions that support cultural and creative enterprises such as credit and guarantee will be given certain rewards according to their loan or guarantee amount.

Article 8 Actively promote the integrated development of cultural and creative industries in the district, build a number of cultural and creative industries development zones and characteristic zones with accurate positioning, strong characteristics and new functions, and standardize and identify a number of district-level cultural and creative industries concentration zones.

Article 9 Encourage and support enterprises in the district, secondary vocational schools in the district, higher vocational colleges and social training institutions to carry out cultural and creative industry personnel training, standardize and identify a number of district-level cultural and creative industry personnel training bases.

Article 10 Give full play to the coordinating role of the Shunyi District leading group for the development of cultural and creative industries, and establish and improve the promotion mechanism for industrial development. The member units of the leading group shall be responsible for policy implementation and industry promotion in relevant industries and fields based on their own responsibilities. The administrative committees of towns and economic functional zones should further improve the leading organizations and promotion systems for the development of cultural and creative industries.

Article 11 Establish and improve the statistical system and index system of cultural and creative industries, release relevant statistical data on a regular basis, and keep tracking and analyzing the development of cultural and creative industries in the research area.

Article 12 A public service platform for cultural and creative industries shall be established to provide policy consultation, project recommendation, information release, training and guidance, property right protection and other services for cultural and creative enterprises in the district. To establish a green channel for cultural and creative enterprises, and implement major projects by agencies in whole process to provide convenient and fast services for the registration and approval of cultural and creative enterprises and projects.

Article 13 Speed up the development of building talent teams for cultural and creative industry, actively attract high-end talent service industry development and encourage cultural and creative talents to carry out foreign exchanges.

Article 14 Strengthen the publicity and promotion of cultural and creative industries in the district through participation in exhibitions, investment promotion and introduction, talent selection and other activities, the influence and popularity of key cultural and creative enterprises and outstanding talents in the district will be enhanced to promote the rapid development of the industry.

Article 15 For newly-entered cultural and creative enterprises that have important influence at home and abroad or play a strategic role in promoting the development of the district, the district government shall determine the funding conditions and methods after discussing each case.


Suggestions on Promoting the Development of High-Grade, High-Precision, Advanced Industry in Shunyi District

According to the functional positioning of Shunyi district as an innovative industrial cluster with global influence and a leading position of innovation-driven development in the capital, focusing on the requirements for high-quality development of a modern economic system, promote the transformation and upgrading of traditional industries to intelligent manufacturing to support the development of real economy in the capital, focus on innovation-driven development, transformation and upgrading, increase the carrying capacity of scientific and technological achievements, and accelerate the implementation of high-grade, high-precision, advanced industrial projects. In accordance with the principle of giving priority to supporting the three leading industries of new energy smart vehicles, third-generation semiconductors, aerospace and the new generation information technology, as well as the high-precision key projects in the two major industries of medicine and health, 18 supporting policies have been formulated

Supporting scientific and technological research and development. For enterprises that have been granted national and municipal research and development institutions and obtained certificates, one-time financial support of 2 million yuan and 500,000 yuan would be given respectively. Shunyi district would support multinational enterprises with global reputation to build R&D centers in our region, and support R&D centers with outstanding scientific and technological achievements and strong driving efficiency by up to 2 million yuan. In addition to financial support, give priority to the carrier space of research and development needs.

Encourage the development of intellectual property rights. For patents authorized in China, the maximum support shall be 20,000 yuan/piece; for invention patents authorized by foreign countries, the maximum support shall be 50,000 yuan/country/piece, and the maximum support shall be 5 countries for the same patent. For the management of innovative intellectual property rights, enterprises that have been certified by the State Intellectual Property Demonstration Enterprise shall be given 500,000 yuan of financial support. Enterprises that have obtained the State Intellectual Property Advantage Enterprise and Beijing Patent Demonstration Unit Certification shall be given 200,000 yuan of financial support respectively. Enterprises that have been certified by the Regulations on Intellectual Property would be provided 100,000 yuan of financial support. Relying on the construction of social credit system, we would strengthen the protection of intellectual property rights and promote the demonstration and application of patented products and services in the region.

Promote the development of science and technology finance. Where an enterprise with independent intellectual property rights obtains a patent pledge loan and returns the loan on schedule, the loan interest, evaluation, guarantee fee and other financing costs paid by the enterprise shall be supported by no more than 50%. Each enterprise shall declare a project within the limit of one year, and each enterprise shall support a total amount of up to 1 million yuan annually, and the same enterprise shall be awarded. The cumulative support would not exceed 3 times. Invest10 million yuan to build a pool of risk disposal fund for intellectual property pledge loan with financial service institutions, attracting social capital and enlarging the scale of capital one after another. Give full play to the role of existing industrial funds in our region, further expand the scale of high-grade, high-precision, advanced industrial funds, encourage the establishment of angel funds, increase support for "unicorn" enterprises, "gazelle" enterprises and "invisible champion" enterprises, give full play to the role of venture capital and equity funds, and improve the financial system of science and technology.

Supporting the declaration of state high-tech enterprises. For the enterprises that have obtained the national high-tech enterprise certificate in our district for the first time and the new national high-tech enterprises in our district, the support of 300,000 yuan would be given. The enterprises that have obtained the national high and new technology enterprise certificate again shall be supported by 100,000 yuan.

Supporting the construction of demonstration bases for innovation and entrepreneurship. Encourage all kinds of main bodies to construct and develop innovative carriers such as double-venture bases, incubators and accelerators in the region. The maximum support of 10 million yuan shall be given to the high-quality entrepreneurship projects and high-level entrepreneurship talents admitted by the innovation carriers recognized by the district government and above, who meet the relevant requirements. We would give key support to innovation carriers that incubate "unicorn" enterprises and "hidden champions" enterprises.

Encourage innovative exchanges and intermediary services. The maximum support of 10 million yuan shall be given to the scientific and technological conferences, technical seminars, industrial BBS, international trade exhibitions and other professional activities in the area, which take scientific and technological innovation as the theme, promote the implementation of high-grade, high-precision, advanced projects, stimulate the vitality of innovation and development, have brand effect and domestic and international influence, and can achieve important results. Give full play to the intermediary advantage, attracting, cultivating and developing a batch of in investment promotion, technology services, financial market, talents construction has the expertise level of services and service platform, to provide quality services for high-grade, precision, advanced industry development, its independent introduction of advanced programs or the provision of support services, the highest 5 million yuan, or by an award of 10% of the regional economic contribution of the project.

We would promote cooperation in scientific research among governments, enterprises, institutions of higher learning and research institutes, and encourage enterprises to set up postdoctoral research stations.For companies that establish postdoctoral workstations, 200,000 yuan of scientific research funds would be provided for each doctor they recruit. The maximum support of 10 million yuan shall be given to enterprises, whose scientific and technological achievements (patents) are pilot-tested, transformed, industrialized and demonstrated in the area to support the development of key industries and achieve significant benefits.

Attract high-quality enterprises to develop in the region. If an enterprise realizes a regional economic contribution of more than 3 million yuan in the same year, it shall be supported by 15%, 25% and 45% respectively according to its regional economic contribution in the same year. Encourage headquarters enterprises to develop in the district, and increase the proportion of headquarters enterprises registered in the district to enjoy the support funds of enterprises in the district by 5%; The enterprise management team that contributes more than 3 million yuan to the regional economy shall be supported by 6% of the regional economic contribution of the enterprise in the current year.

Promote the development and growth of enterprises. Enterprises whose contribution to regional economy has increased by more than 10 million yuan in two years shall be supported by 20% of the annual increase. The proportion of incremental contribution support funds enjoyed by headquarters enterprises increased by 10%. Headquarters enterprises registered in our region are encouraged to set up investment centers, financial centers, research and development centers, marketing centers, settlement centers and other functional organizations in the region. Enterprises upgrade their transnational headquarters to Asia Pacific headquarters and regional headquarters to national headquarters. After the addition or upgrading, the proportion of incremental contribution to support funds would be increased by 10%.

Supportive contributions highlight corporate executives. According to the results of enterprise development and regional contribution, the outstanding founders or senior managers of enterprises are rewarded according to 30% of their annual personal economic contribution, and the entrepreneurs are given priority support. For individuals (teams) with significant contributions, the amount of support can be further increased.

Promote the transformation and upgrading of enterprises. Enterprises in line with the development direction of key industries in our district shall be rewarded for their investment in equipment transformation, process upgrading, energy saving and consumption reduction, and integration of the two technologies. The total amount of support for a single enterprise shall be up to 5 million yuan.

Promote the development of major industrial projects. For major industrial projects that have made outstanding contributions, the maximum amount of subsidies is 100 million yuan for the purchase of land, 20 million yuan for the purchase of buildings, and 10 million yuan for the rental of leased buildings for three consecutive years. For projects that upgrade technological level, expand production scale and popularize technology application, the maximum three-year loan discount support shall be given according to the effect of implementation. The amount of the loan discount shall be 50% of the current benchmark interest rate of the bank, and the annual discount of a single project shall not exceed 15% of the total investment of the project and the maximum shall not exceed 10 million yuan.

Promote the development of listed companies. Combining the growth trajectory of enterprises and the law of development of listing, focusing on the whole process of listing, cultivating before listing, supporting during listing, and providing after-listing services, all-round service for the development of enterprises' listing. For enterprises listed on a-share main board, small and medium-sized board and a-share growth enterprise board, the maximum support is 10 million yuan. Those listed on the national sme share transfer system (NEEQ) would be supported by 1.5 million yuan. The qualified enterprises listed in Beijing equity trading center would be rewarded with 100,000 yuan. Those listed in well-known overseas capital markets shall be supported by up to 10 million yuan.

Attract sophisticated scientific and technological talents to develop in the region. Domestic academicians who lead the team to set up "academician expert workstation" in our district, and overseas top scientific and technological personnel who lead the research and development team to set up research and development institutions in our district, actually carry out scientific and technological innovation, and form major scientific and technological achievements above the municipal level, and make significant contributions to the development of our district, shall be supported by up to 10 million yuan.

Support the development of high-level talents. The project support of up to 10 million yuan shall be given to the high-level talents or teams introduced or cultivated who are recognized by shunyi district as qualified and have made outstanding contributions.

Rent and purchase to meet the needs of high-level personnel. High-level talents who choose to buy new commercial housing in Shunyi would be given subsidies to purchase houses. High-level talents who choose market-oriented rent allocation would be given rent reduction and exemption. High - level talents who choose rent subsidies would be given rent subsidies.
